Technical Security Consultant - Telecoms & IT Security

Role


The role is to act as a Technical Consultant on telecoms network & IT security assignments globally. The role will include technical security review and auditing to international standards, management report writing, technical proposal drafting, system specification drafting, producing and delivering presentations and client training.  Clients will predominantly include telecoms wireline, wireless and Internet providers as well as a range of telecom industry vendors.

The consultant will be also be required to design and advise on the implementation of a range of security strategies by providing clients with practical expert advice and innovative solutions to enhance their risk management strategy and capabilities. The consultant will be expected to operate either as part of a team or on their own and will at times be expected to project manage all aspects of the client relationship during the course of an assignment.

All technical work will be performed under the direction and guidance of Praesidium's General Manager/Technical Director and Senior Technical consultant.

 

Consultancy Skills


Essential experience:

  • Detailed understanding of the operation and configuration of telecoms networks and their supporting architecture and services; this must include:
    • GSM (2G, 2.5G 3G)
    • LTE
    • IMS
  • Good understanding of IP networkarchitecture, infrastructure, platforms and systems and in particular the use, configuration and deployment of:
    • Segregation of traffic types
    • VPNs & VLANs
    • Firewall and Router design and configuration
    • Website and DMZ design
    • IP network support for telecoms signalling (SIGTRAN, GTP & DIAMETER)

 

  • Experience of developing, defining and setting security policies for Telecoms and IT systems
  • Experience of working in a project based environment and working to tight deadlines
  • Fully conversant with IP based system ports and services
  • Experience of technical security auditing/reviewing methodologies & techniques across the security chain
  • Ability to determine and establish security strategies, policies and operational structures in line with ISO/IEC27001/270011
  • Proven ability to identify security risks across a telecom business, and to document using a risk and control assessment methodology

Desirable experience:

    • A detailed understanding of the following would be useful but not essential:
      • GSM network elements (e.g. HLR, MSC, GGSN)
      • Mobile IP services and products
      • Fixed line network elements
      • Cable services
      • Understanding of value added services (e.g. Voice Mail)
      • Mobile IP systems Release 5 and above
      • WLANs
      • Payment systems (e.g. Credit Card, E& M-commerce systems)
    • Understanding and ability to conduct ethical hacking/penetration testing “white box” of LAN networks and network nodes
    • Fluent understanding and use of basic operating systems, Microsoft and LINUX based software, Microsoft servers and ideally with some JAVA understanding
    • Experience of performing security risk evaluations relating to new products and services design and configuration
    • Basic understanding of scripts, language, LINUX, and possibly C, C,+ Java and ACL

 

Personal Skills & Qualities


  • Have at least 7 years’ experience within the telecommunication industry with at least 3 years in a telecoms technical engineering role and 3 years in a technical/IP security or risk management position
  • Excellent interpersonal and communication skills both written and verbal with the ability to write concisely based on the observation of conducting risk reviews
  • Experience of working at senior management level
  • Good technical skills with an ability to quickly learn and develop new technologies
  • An ability to work accurately, efficiently and under pressure to meet business objectives and deadlines
  • Demonstrate project planning and general management skills
  • Be methodical, well organised, forward thinking and practical when determining client deliverables
  • Ability to produce accurate and concise management reporting and presentations
  • Strong respect for deadlines in a commercial environment to deliver against and beyond expectations
  • Be able to work under own initiative, have an enquiring mind but also a flexible team player
  • Self-motivated with the ability to operate at times outside normal hours
  • Motivated by learning new skills and gaining new experience
  • Effective presenter with CXO level audience and have sufficient ability to convey knowledge, but also to listen to the client’s needs
  • Knowledge of and ability to work to industry standards, Cobit, 3GPP, Sarbanes-Oxley etc.
  • Experience of representing organisations at relevant industry and governmental forums would be an advantage
  • Ability to travel extensively internationally at short notice for 2-3 week periods
     

 

Qualifications


  • Honours degree level minimum of 2.1 in Engineering, Telecommunications, Computer Studies or similar technical degree
  • Be a member of IET or under a recognised professional development scheme
  • Have undergone and passed recognised IT training or be a member of a body such as CISSP or ISSA 
  • Have some level of engineering training on telecoms switch design and configuration
